Need to restrict Primary Citizenship to only 1 row

Summary:

Hi,

We have a requirement where the user should not be allowed to enter multiple Primary Citizenship rows.

They should be allowed to enter multiple Citizenship rows, but only one should be made Primary. If there is an existing Primary Citizenship row, they should not be allowed to enter another row with the Primary Flag enabled.

Can someone assist if this is possible in Oracle HCM Cloud?
