I can not get to Oracle Identity cloud Service from cloud.oracle.com

I am trying to access Oracle Identity Cloud Service to update groups and users. The screen that shows the IDCS environment I have been using recently is attached. When I log in to Cloud.oracle.com I am seeing the screen where I used to updated users before I had to go to the new version. Has something changed? How do I access the screen in the attachment? I am confused and it seems Oracle frequently changes how to access IDCS.
