How to manage approval tracking for external trainings done completely outside oracle ?

Hi All,

If an employee wants to take up a course completely outside Oracle Learning (buy & complete externally), we want them to first submit a request for approval (including cost and justification).
Once approved, the employee can go ahead, buy and complete the training, and then record it as external learning in Oracle Learning.

In this case, since the course is not offered in catalog and dont want to add in noncatalog, how can we:

• Allow employees to submit such requests with approval flow inside Oracle Learning Cloud?

Any suggestions or best practices?
