Case Management for Grievance handling and Transfer Appeals

We need to implement Grievance Handling and Transfer Appeals in Oracle. I believe Case Management is the most suitable module to support this functionality, but I would like to know if there are any better alternatives.

Additionally, is it possible to configure Grievance Handling within Case Management without using the Help Desk module?

If available, I would also appreciate any guidance or documentation on setting up Grievance Handling in Case Management.
