How to restrict users to not to exceed the defined capacity when creating a Purchase Requisition

There is a requirement where the system should restrict users from raising fuel requests if the current balance in a tank has reached or exceeded its defined capacity (e.g., 10,000 liters) when creating a Purchase Requisition.Could anyone please suggest me a way to do this?
