Picking last revision

our policy in the company is to ship the last revision first .

I Tried define the Picking Rule with Revision Descending or Revision effective date descending but still it recommend me to pick from the new and oldest revision although that exist enough available stock from the new revision.

please suggest how to define that pick recommendation will be from the new revisions first.
