Getting error message when creating outgoing Migration Sets

When Creating Outgoing Configuration Set, getting error "Create Failed"

I tried the solution provided in another thread and unchecked the mentioned checkboxes but still got error.

I opened an SR but I was told to use the Customer Connect.

Please provide a solution to this issue.
