Employees with Manager Change can be viewed in OTBI by the old manager?

Hello experts,
we would like to provide managers to an OTBI report showing all the reports info, together with their performance ratings coming from the performance documents and calibration and the name of the manager who has evaluated the employee as well. We have seen that when an employee is subject to a manager change then the old manager is not able anymore to view the employee within the OTBI report, even if he is still able to view him within the worksheet compensation plan. If I open the report as an admin with view all permissions I'm still able to
