How can we enforce NDA signing process before RFQ date?

Hello,
Our client has a requirement around NDA signing process prior creating the RFQ. The requirements is as below.
- Client wants to enforce NDA signing process mandatorily even before the RFQ is created. Then the shortlisted suppliers who has signed the NDA will receive the RFQ invitation. Leveraging RFI to RFQ using new round might not fit here because client has to add suppliers on RFI and then shortlist whereas their process of shortlisting happens even before creating RFI or RFQ. Some suppliers are on supplier portal and some are not. Is there a way we can achieve this ?
