What does the Flexfield Attribute Rule do for Removal Policy

Hello, we are trying to set up a removal policy for candidates. We noticed that for some objects "flexfeild attribute rules" can be set. I thought it was for the flexfields so I created one for person legislative info, but I don't see that value coming. What are flexfield attribute rules and how can those be used?
