[Released Feature] Admin role to remove or change owner of tables and graphs of other users

Summary:

Idea 634335 described a need for a superuser to access objects such as tables and graphs and change the owners and similar actions to account for changes at an enterprise such as users leaving. A new privilege "Manage Planning Objects" (MSC_MANAGE_PLANNING_OBJECTS) is now available. This is not available in our classic ADF experience and needs uptake of Redwood user experience.

We are announcing this here as it may be hard to find in the overall what's new documentation on Redwood features.
