Unable to pull Non-workers to HCM Group and use timecards

Summary: One of the Client requirements is to allow nonworkers (Assignment Type = "N") to use the timecards, but it looks like the nonworkers are not allowed to be added to the HCM Group and cannot be searched to create timecard. Oracle mentioned that this is a limitation, but we would like to ask if there are workaround.
