Need a way to set default carrier for specific lane

Need to set a default carrier for a lane so that when we bulk plan an order, OTM will automatically select the defaulted carrier instead of going for cheapest rate. It should be not be by constraint or by commitment count.

Tried setting on the lane level : admin page > Lane Definition > find the lane > Edit > Tender Information > set the carrier and response time. i selected the costly carrier which should be default carrier but it is not working . Is there any other way or i am missing anything?
