How do I load Assignment EITs in order of effective date when multiple rows are present?

Summary:

When loading Assignment EITs, the data is not loading in the sequential order intended or assigned on the HDL file. For example, one of the EITs called Job History, may have have multiple rows for a given employee. Even though the data is being loaded in the order of the effective date, it is not getting loaded onto the system or even displaying in that order in the application. We tried loading it one at a time in the order needed, but that still doesn't help. We even tried to assign a sequence number, but that wasn't working either. Is
