Employees Unable to view "Add to Calendar.ics" file after attachment access is disabled for "Owner"

Oracle Fusion Absence Management:
Per business requirements, approvers should NOT be able to view the attachments (e.g. medical certificates) due to privacy concern. Therefore, we tried to disable the access of Attachments from "Approvers", "Assignees", "Creator", in BPM Worklist AbsencesApprovalTask, but these roles actually have NO EFFECT on the attachment visibility for approvers.
Eventually, we have found out that disabling the attachment access for "Owner" can take the effect. However, at the same time, it causes the employees (absence requestors) themselves lost the visibility of the "Add to Calendar.ICS" file as well.
May I know is there any other method that can disable the visibility of Attachments from
