order management menu doesn't appear

Helo,

I've added below role to create sales order

• Order Manager
• Order Administrator
• Order Entry Specialist

and also added that role to Manage Data Access for User after that run Retrieve Latest LDAP Changes and Import User and Role Application Security Data then relogin but the Order Management menu still not appear so I can't create sales order, please help what I've missed?
