Item unit cost not available at item facility.

In OWMS, the unit cost are currently configured at the global item master level. This means the same unit cost is applied uniformly across all facilities.

However, the client requires the ability to maintain unit cost at the item-facility level, as the unit cost can vary between facilities. Additionally, unit cost plays a critical role in the cycle count approval rule logic. Since the cost is currently global, the approval rules defined at the facility level are not yielding accurate results.

The request is to enable unit cost configuration at the item-facility level to align with business requirements and ensure cycle count approval rules function as intended.
