Smart Operations offline mode

Summary:

I would like to know :

  1. Does the Fusion SaaS instance goes down completely when quarterly updates are happening?
  2. If so, client is asking can Smart Operations run on offline mode, where production execution can still happen in off line mode (caching) and later when the updates are done and the instance is up it can sync all the cached data

External MES have this capability and they are asking if the same is available in Smart Operations because they run production 24 by 7 and want MES to be always up and running
