Does the Evaluate Group Membership process only consider an employee's Primary Work Relationship?

When a person has two Work Relationships and the Primary Work Relationship has a Worker Type of Non-Employee (for Benefits purposes), why is the person's Non-primary Work Relationship with a Worker Type of Employee not being included in the HCM Group Membership Evaluation process even though the employee meets the criteria for eligibility in the HCM Group? Additionally, the SQL Value Set run on the backend successfully returns the worker but the Evaluate Group Membership process run still does not include the worker in the group's membership.
