How to customize the login page of the Oracle Fusion Applicatoin

Does anyone know how to customize the Oracle Fusion login page?

For example, change the company logo by replace the Oracle logo, change background picture and colors, modify text/wording etc.

Are these changes configurable in the Fusion Application, or does it require the development tools like APEX?
