Is it possible to remove Actions > Load and Save Plan to Database for a Supply Planning user?

We had a user accidentally select Load from the Actions menu instead of Release. It caused the plan to error and become unusable, because the user does not have Run access. Is it possible to remove Load and Save Plan to the Database so that this is not available for users to accidentally select?
