Restrict the run of on demand rule on the basis of approval status

Summary:

System should allow the local user to run an On Demand Rule when they are the owner in the approval unit, once they promote the entity to group(logically they are the current owner) system should restrict local user to run this business rule.

We have been tried with the below feature in FCCS but it doesn't work
