REST API for worker

We have a requirement to create unique EXT_IDENTIFIER_NUMBER (Buyer Code) for each user who is assigned Buyer roles in system. Currently we are using Fusion tables via BIP queries to get user/person details with certain validations. Requesting help to share if we can achieve the same through API call.
