Restrict Transfer Order based on Ship-to Location

The context of the question is to know if the functionality of "Item Orderability", where basing on the ship-to Location country, the Sales Orders are restricted to be created. Can this same functionality be performed for Transfer Orders, where based on the Ship-to Location country, a transfer Order should not be created?
