allow-new-lpn-scan RF parameters doesn't allow to enter a new LPN during cycle count

Setting "allow-new-lpn-scan" RF parameter as "Yes" is not enough in order to record a new LPN during cycle count. The parameters "content-count" and "allow-new-lpn-scan" must be set simultaneously for this requirement.

In the RF_Screen_Parameters_Quick_Reference_25A it doesn't say that these 2 parameters work together. Is it required, or am I doing something wrong?
