Notifications of agreement creation by mail with error

Requesting your help to know the reason why a notification email is sent when creating a new agreement.

I share the setup and processes that are taken when creating a purchase agreement.

Configuration

The rule created for the approval flows for agreement is set to automatic approval.

There is another approval flow rule created, which is only for notification (Information only) whose function is that when an agreement is created, it only sends an email with the details of the agreement (this is for auditing purposes).

These notifications must be sent to several users of which a group has been created so that all users receive notifications of a new agreement as information and see the details of the agreement in the e-mails.
