Absence plan stops accruing before ceiling limit is reached after ceiling limit update

I need help to determine how to make the ceiling limit fast formula work to our current absence plan. We have annual leave plan for 1 country wherein the ceiling limit varies depending on employee's location. Previously, the limit was the same for both locations, so we used flat amount for Ceiling Rule. But after a legislative change, we need to set different ceiling rule for each location. I created a fast formula to handle the different limits per location.

Location A: 480 hours max accrual

Location B: Previously 480 hours but now reduced to 360 hours max accrual.

But when I tested it for employees with ceiling limit change, employees with balance below limit stop accruing balance just before they hit the limit. See screenshot from UI and log from Calculate Accrual run for 02/28/2026.
