Is there any way to avoid releasing planned order by manual while executing collection job?

We made a custom job set as below.

1. Collection Job
2. Parts Segmentation
3. Batch Run Plan

And user schedule the job set at 9:00, 12:30, 16:00.

Sometimes below situation has been occured so that user want to avoid it.

1. At 12:30, the scheduled job set process starts .
2. At 12:41, the Collection job set ends.
3. At 12:42, the Parts Segmentation starts.
4. At the same time user release planned orders which were created by 9:00 MRP.
5. At 12:44, the Batch Run Plan start
6. At 12:55, the Batch Run plan ends and there are planned orders which are same as #4. Because the snap shot data was based on #2.
