Accrual based on assignment previous year

Summary:

We need to create and absence plan for a LE that will calculate a number of days based on employee's assignment in the previous year:

Meaning:

employee gets 20 days if he/she had an active assignment for the entire previous year and FTE was 1,
e.g. worker gets 20 days per 1th of January 2025 if he/she had a full-time assignment for the entire year 2024

If worker started on September 1th 2024 he/she gets 4/12 * 20 days per 1th of January 2025

Has anyone created such a plan and can you share this please?
