How to limit the actual effort?

Summary:

Hello,

For some training we have learners with unrealistic and very high actual effort number (for exemple 200 hours).We think that it is due to employee opening a learning but doing something else but we have 2 questions.

Shouldn't they be disconnected at a certain point from the system?

How can we control or limit this kind of issues?

it is an issue since for legal reporting we need to give the number of hours per employee.
