How can I promote the page layouts created in Cloud Fusion test environment to production?

I've been told by a consultant I cannot promote the different versions of the "Supplies and Demands" page I created for each user in test and must re-create all of them from scratch in production. Is that accurate? If there's any way to copy/promote the work done in test to production can you please indicate the reference documentation or Oracle University training Videos on the subject?
