When does ownership of inventory take place for Transfer Orders?

Customer wants to transfer inventory between plants using transfer orders. In EBS the shipping network was used to define whether the inventory would be considered in-transit and if so, when the ownership of the inventory changes.

Is there something similar in Inventory Management Cloud that determines who owns the in-transit inventory?

We're trying to create the SLA rules so they're in alignment with the change of ownership.
