Transportation intelligent Global Currency not working as per expectation

For Shipments without Rate offering id, global currencies are not converting the cost to the assigned currency, and feeding the data to Transportation Intelligent. But the same works for Shipments with Rate_offering. Has anyone faced similar issue? Is there a workaround to achieve this?
