Any VBS validation rule option, based on Termination date on Terminate Employment page?

Summary:

Is there an option with VBS to build validation rule based on Termination date on Terminate Employment page, so that Managers cannot select termination date which is prior to Oracle implementation date?

Currently there is prompt below the Termination Date file under When and Why section of Terminate Employment page, which tells that Termination date cannot be before the Hire date of the person. Can the same validation area be used?
