How to configure Continuous move with NR to return to the origin location

We want to do a round trip in OTM. We want one shipment to go from location A to location B, loaded, and unload in location B, then, we want the truckload to move from a location B to C (near this location B) empty, and then have another shipment to load in location C and return loaded to location A, unload there and that would be the end of tour.

So, the tour should be: Shipment 1 —> A to B;

Shipment 2 —> C to A;

The distance between B to C is configured to be short, and empty.

The problem is we have a set of order releases, with compatible dates and location, but our tours are not configuring this way. We have to do the continuous move in 2 steps, due to the network routing we are using, so we first do a bulk plan, and then a bulk continuous move with the shipments created in the first bulk plan. OTM creates tours, but not round trip tours.
