Offering Coordinator field is not populating with employees

While we are creating an offer for a course, the Offering Coordinator field is being auto defaulted to the employee who is creating the offering, but we need to select some one else but the LOV is not being populating with any other employee, despite our user is having view all employee for the learning specialist role.

Any advise what could be the issue,
