Clarification on P2T refresh blackouts

I'm looking for some clarification about blackout periods for P2T refreshes for the various updates that occur in our Fusion HCM environments. I understand the blackouts for the quarterly updates (ex. 24B, 24C) but am wondering if the same applies to the legislative and Vertex updates?

For example, in the latest legislative update e-mail notification, the following blackout schedule is mentioned:

  • (Source) Non-production schedule – (Target) Non-production schedule: Blackout period June 3 to June 7
  • (Source) Non-production schedule – (Target) Production schedule: Blackout period June 3 to June 21
  • (Source) Production schedule – (Target) Production schedule: Blackout period June 17 to June 21

Those make sense, but what about "(Source) Production schedule – (Target) Non-production schedule"? Am I able to do a P2T refresh after June 7? Or do I need to wait until June 21?
