Manage Project User Provisioning - two rows, but only one can be used in PPM resources

Summary:

This user has got two rows in Manage Project User Provisioning:

Only the bottom one should be used when allocating resources to projects. If we use the first one, then that project will not be visible in OTL.

I have executed this process 'Maintain Project Enterprise Labor Resources' with no result.

What can I do? When Patrick is allocated to a project, the project manager is not focused on the incorrect PPM resource and Patrick is thus not able to enter hours.
