Can a smart tip be configured to appear when a specific LOV entry is selected or not selected?

Summary:

I'm trying to create a smart tip so that it only appears if certain LOV entries are selected. Is this possible?

Content (please ensure you mask any confidential information):

I would like the smart tip shown on the screenshot to only appear if the Fuel Type LOV entry selected is anything other than 'Electric'. I've tried adding a condition using page has not form field - text = 'Electric' but that doesn't appear to work. I'm assuming I'm therefore doing something wrong. Are you able to advise on the correct conditions for this to work? Thanks.
