Can we create Shipping Zones based on Address Style rather than on Country, state, city, postal code

Summary:

Currently shipping zones can be created at Country, County, State, City and postal code level. We dont want to use any of these becasue then we might have to add multiple cities for a zone and it will be many. Also we cannot use Country, State as there could be multiple zones in one state/country.

We would like to club certain addresses only. To do that, we were thinking of adding a specific value in the address line.. For Example Address line 4 - Island1. This way we can club multiple address with address line4 into one Zone. This way it will be easier to define zones and will save time to add multiple countires into one zone.
