Unable to use the BudgetImportTemplate/Spreadsheet to upload the budget

Summary:

Hello I'm unable to understand why this is happens. I'm in TEST enviroment, but the system doesn't allow me to upload files from the task "Load Interface File For Import", it drops me the next message: Data files cannot be processed due to incorrect file name prefix. You must provide the Data Files having valid file prefix

As you can see I didn't change the name, there are not spaces or special characters… But I didn't change anything, I already did this process succesfully but now It doesn't work. Why? Anyone knows? I'm downloading the files from Oracle:

And the spreadsheet from the module Control Budget is useless? I cannot understand that template, it doesn't show import or anything, I'm unable to upload quantitites in Budgets because this spreadsheet is useless, I don't know how to use (but there are not fields enough to cover)
