Requirement is being associated with an agreement incorrectly

Hello, please help me with this case:

When uploading a requirement using the RequisitionImportTemplate.xlsm template with the "Agreement" field empty, it is automatically associated with an agreement.

How can I prevent it from being automatically associated?
