Visibility Control for Contract Notes Based on Department or Area Permissions

Customer Legal team is evaluating the use of notes within Oracle Procurement Contracts in Fusion Cloud and would like to understand if it's possible to restrict the visibility of certain contract notes to specific internal users based on their department, business unit, or functional area.

Is there any native functionality, security setup, or workaround (such as leveraging roles, DFFs, or categories) that would allow us to make some notes visible only to designated teams e.g., Legal, Procurement, or Finance while keeping them hidden from others?

We would appreciate any guidance, documentation, or examples from other customers who have implemented similar controls.
