Planned order logic for resource hard constraint

Summary: what is the logic for planned order generation in case of resource hard constraint

For example, a customer orders 3 FGs for 4000 kg and they all needs to be fulfilled in the same day.  The machine capacity per day is 10000 kg. But the total demand is 12000 kg. How will the planned orders be suggested?

Currently it seems that the system fulfill some of the demands and leave the other FGs short. User expect to have all the demands fulfilled even though they are not completely fulfilled. 

If factory has a promotion that requires 3 type of product . So partially supplying all of 3 product is required rather than trying to fully supplying some of them
