assignments rows are not end dating properly in bi publisher

I am attempting to create a report on assignment data that will show all promotions for all employees. I have a functioning query that is pulling the correct data but users who have been processed through a global transfer are showing two entries in the assignments table that at end of time end dates. Is this expected behavior or am I looking at the wrong table or field?
