Unable to search ship confirm rule while using change ship confirm option

Summary:

We have defined a ship confirm rule with specific shipping method set in 'override shipping method' field and have unchecked 'close shipment'.

But I am unable to search it in the 'Change Ship confirm option' in the edit shipment page.
