When waving against a reserve location for many ship to sites, not all lines will allocate.

Summary:

If I run a wave against many ship to sites (either through a wave template or manual wave screen), allocation for all ship to sites will not complete. If I instead run a wave against each ship to site independently (1 customer site at a time), all allocations a created as expected.

Any thoughts on why they will allocate 1 by 1 vs not allocating in a group run?
