Can someone please confirm that it is expected behaviour that even if you set the Service Administrator Group as "No Launch" on a Rule, they still have the ability to launch the rule from Rules card?

My assumption is because of they are Administrators, the No Launch setting on Permissions, really doesnt do anything but I cannot find any documentation or confirmation that this is expected behaviour in administering security for Rules in EPBCS. Would be greatful if someone can confirm its expected and not a bug.
