How to check the project budget for the other system's transaction?

Is there any API to check the budget or get the current avalibale balabce of project for the other system's transactions?

We have transactions happen in other system like payroll. We want to check and reserve the project budget for these payroll because we use the project module in Fusion and these transaction need to be imported into project cost.

We used the import unprocessed cost API to process these payroll, but this API will not check the budget and reply the budget check failed message. This API will only import these payroll to the unprocessed cost and we need to run the Import cost process and at that time, system will check the budget.
