Issue with Data Security Policy Not Migrating for Custom Role in Oracle Fusion

Summary:

A custom roles were created in the Oracle Fusion Dev environment, including all necessary components such as Basic Information, Function Security Policies, Data Security Policies, and other required attributes. The role functions as expected in the Dev environment. However, during migration to the Test UAT instance, the Data Security Policy with data set as "Select by Key" does not migrate, while all other elements are migrated successfully. even Data Security Policies with Data set as "Select by Instance Set" are migrated successfully.
